A BFT gate motor runs on 115V or 240V and stores enough energy in its capacitor to give you a real shock even with the breaker off. What you can safely check yourself: whether the gate moves freely by hand with the release key pulled, whether the breaker is tripped, and whether anything is physically blocking the track.
